Today, the 2020 China International Information and Communications Exhibition was held in Beijing. At the ICT Leaders Forum held at the same time, Liu Liehong, Vice Minister of the Ministry of Industry and Information Technology, said that our country has built the world's largest optical fiber and 4G networks. More than 600,000 base stations have been built and opened for 5G, and the number of 5G terminal connections has exceeded 150 million.
2020 is the final year for my country to secure a decisive victory in building a moderately prosperous society in all respects and the "13th Five-Year Plan". It is the historical intersection of two centenary goals. During the upcoming "13th Five-Year Plan" period, the Ministry of Industry and Information Technology has resolutely implemented the strategic thinking of network power, pooled the wisdom and strength of the entire industry, promoted the rapid development of the information and communications industry, and become a strategic, basic and leading industry that comprehensively supports economic and social development. In this regard, Liu Liehong introduced the development of my country's information and communication industry from the following four aspects.
First, the communications industry has achieved high-quality, leap-forward development. my country has built the world's largest optical fiber and 4G networks. Fixed and mobile broadband are fully popularized. Network speeds have ranked among the upper-middle levels in the world. Optical fibers above 100 Mbps have become a common choice. Mobile communication technology has caught up with others and has achieved a historic leap from 1G blank, 2G following, 3G breakthrough, 4G synchronization to 5G leading. 5G commercial use is accelerating. More than 600,000 5G base stations have been built and activated, and the number of 5G terminal connections has exceeded 150 million.
Second, the Internet industry is growing day by day, and a number of world-renowned Internet companies have emerged. my country accounts for 4 of the world's 7 Internet companies that entered the Fortune Global 500 list this year. As of the end of September, the total market value of my country's listed Internet companies exceeded 16 trillion, a year-on-year increase of more than 60%. New Internet industries, new business formats, and new models are booming. E-commerce and mobile payment lead the world. In 2019, online retail sales reached 10.63 trillion yuan, and the transaction scale of mobile payment reached 347.1 trillion yuan.
The third is to accelerate the process of industrial digital transformation. The information and communication industry is deeply integrated with traditional industries. "Internet +" and "Smart +" have added new economic momentum, driving the vigorous development of new business forms such as "mass entrepreneurship and innovation", intelligent manufacturing, smart agriculture, and smart tourism. Industrial digitalization has transformed into a stage of high-quality development. In 2019, the scale of my country's digital economy reached 35.8 trillion, and its contribution to GDP growth reached 67.7%.

The fourth is to promote the integrated development of urban and rural public services. Universal telecommunications services have achieved universal coverage of optical fiber and 4G networks in rural and remote areas. The same network and speed are basically achieved between urban and rural areas. The digital divide is being bridged. Rural e-commerce, distance education, telemedicine and other applications have been widely popularized in rural and remote areas, promoting the equalization of public services. Rural government services continue to be optimized to achieve "more data travel and less errands for the people."
Liu Liehong said that the world today is undergoing major changes unseen in a century. With the domestic cycle as the main body, a domestic and international dual-cycle development pattern is taking shape. This has brought huge opportunities to the development of my country's communications industry, and at the same time, it has also raised higher requirements. We must adhere to the new development concept and accelerate the high-quality development of the information and communications industry from a new starting point.
The first is to speed up the construction of digital infrastructure and improve network service capabilities. Adhere to the principle of being moderately advanced, steadily advance the deployment of 5G networks, form a benign model of "promoting utilization through construction", carry out gigabit construction in 100 cities, strengthen network promotion of gigabit optical fiber, guide orderly investment and rational layout of data centers, solidly promote the comprehensive development of the Internet of Things, deepen universal telecommunications services in rural and remote areas, accelerate the promotion of 5G+ industrial Internet, and continue to provide solid network support for high-quality economic and social development.
The second is to vigorously build an integrated application ecosystem and promote the digital transformation of the industry. Give full play to the empowering role of the information and communications industry, assist in the digital, networked, and intelligent transformation of traditional infrastructure, fully mobilize the enthusiasm of industry, transportation, agriculture, energy and other industries, deeply explore industry needs, strengthen the innovation of application models, promote the formation of application solutions that can be replicated at scale, strive to cultivate new growth points, form new momentum, and continue to expand the scale of the digital economy.

The third is to give full play to the guiding role of the government and optimize a good market environment.
